Context
Artificial Intelligence (AI) is transforming industries worldwide, from personalised learning in education to automation and precision engineering in manufacturing. Recognising its potential, the EU and India are cooperating on developing safe and ethical AI, creating AI models for public good, and skilling their workforce for the future.
Both regions are working to align frameworks that uphold transparency, accountability, and human-centric values, ensuring AI protects rights while enabling responsible innovation. In addition, they are developing AI applications in healthcare, agriculture, and climate resilience, pooling expertise to deliver inclusive benefits and strengthen governance. Finally, the EU and India are investing in workforce development through training, exchanges, and talent mobility programmes, connecting industry and academia to meet evolving demands
Objectives

Developing an AI roadmap to facilitate collaboration on building safe and trustworthy AI and identifying points of cooperation in developing AI for public good.

Align regulatory frameworks by facilitating dialogue between the EU AI Act and the IndiaAI Mission

Explore cooperation in applying AI to areas of mutual interest such as climate resilience, agriculture, disaster management, smart mobility.

Support research on the use of open-source AI models & datasets for social impact, ensuring inclusivity for MSMEs and marginalized communities.
Our Approach

Host regular workshops with EU and Indian industry, academia and public officials to support to understand the demand-supply landscape for AI skills.

Create a foundation to pilot use cases targeting businesses and talent mobility.

Encourage multi-stakeholder dialogue to foster a mutual understanding of developing ethical and safe AI and policy implications

Promote a Team Europe approach by having structured exchanges on AI between EU and Indian stakeholders

Support activities that align with the objectives within the framework of the EU India Trade and Technology Council.
Current State of Cooperation
In the Joint Statements of the EU-India meetings, the two countries recognised cooperation on Artificial Intelligence is an area of strategic importance for both regions. The EU-India Strategic Agenda 2025 reiterates the two economies’ commitment to developing advanced, trustworthy, sustainable, and human centric AI. The key AI domains they will focus on are large language models, multilingual natural language processing datasets, AI training datasets, and AI solutions for public good.
Key Areas for Further Collaboration
- Facilitate dialogues on ethical guidelines, risk-based regulation, and shared principles for AI safety, accountability, and oversight.
- Develop training programs, study visits, and talent mobility schemes to strengthen AI skills, foster mutual learning, and prepare the workforce for AI-enabled jobs.
- Offer structured platforms to involve startups, industry, academia, and think tanks in co-creating AI solutions that serve both economies and societies
Moving Forward
- Planned workshops and technical exchanges will translate strategic discussions into practical cooperation.
- Align with TTC Working Group 1 priorities to support EU-India cooperation on the development of advanced, trustworthy, sustainable, and human-centric AI.
